Suspended Operations
Policy
As designated by the WSU President, the College
of Nursing Dean may fully or partially suspend
the operation of the Spokane or Yakima campuses
if s/he determines that public health, safety,
or property is jeopardized due to emergency
conditions.
Definitions
College of Nursing Suspended Operations may
include all or part of the Spokane and Yakima
campuses and will involve faculty, staff and
students.
Full Suspended Operations (campus closure) mean
that all offices and operations of the
institution are closed with the exception of
maintenance personnel as needed.
Partial Suspended Operations differ from full
suspension/campus closure in that the
institution is closed for business as usual,
classes and practica are canceled, but certain
essential functions continue.
Decisions will be made by the Dean in
consultation with the College Financial Officer
relative to the Spokane campus, and in
consultation with the Yakima Academic
Coordinator relative to the Yakima campus. The
Associate Dean for Academic Programs will also
be consulted as indicated.
Closure/suspension decisions will be based on
evaluations of conditions provided through the
Spokane or Yakima City Police Departments, the
Washington State Patrol, and the County
Sheriffs’ departments. In general, it
would be expected that if Public School
District 81 closes then the College of Nursing
in Spokane will at least partially suspend
operations; and if YVCC closes, the
Intercollegiate College of Nursing in Yakima
will at least partially suspend operations.
The Decision to Suspend
Operations
The College Financial Officer and the
Communications Director will coordinate reports
of circumstances which may require campus
closure/suspension of College of Nursing
operations. They will advise the Dean who will
make the final decision for closure/suspension.
The Dean will immediately report the emergency
by telephone to the Vice President for Business
Affairs who shall notify the President and
Executive Committee. If for any reason the Dean
is unavailable, the Associate Dean will be
responsible for closure decisions in
consultation the administrators previously
listed and the WSU Spokane Campus Executive
Officer and Dean.
Only under circumstances that clearly represent
a threat to life, health, or property will full
suspension/closure of operations be
recommended. Partial suspension of operations
will be restricted to those areas directly
affected by the emergency condition; e.g.,
cancellation of clinical practica due to
extreme travel conditions, etc.
The Dean will prepare a brief after-action
report which reviews the emergency and
describes the consequences of the suspended
operations for the President’s Office.
Persons to Report to Work
In case of full suspension/closure, the campus
will be closed to all personnel and students.
The Dean, the College Financial Officer and the
Communications Director will remain in
continuing contact and will coordinate ongoing
closure reports, building maintenance, snow
removal services, etc.
In case of partial suspension of operations,
the campus offices will remain open to
personnel including faculty and staff. Staff
will be expected to report to work unless
individual travel conditions and/or other
circumstances appear to make the situation too
dangerous.
Employees who do not work during suspended
operations have the following options:
Annual leave, personal holiday; or
Accrued compensatory time; or
Leave without pay; or
Request makeup time for hours lost as a result
of the suspended operations.
Notification Procedure
The Dean shall initiate the notification to
faculty, staff, and students of suspended
operations. The objective is to notify affected
employees and students as quickly as possible
in order to avoid danger or harm to persons
reporting to class, clinical agency or work
when the College operations are suspended. In
the absence of the Dean, the Associate Dean
will initiate notification.
Home, office and possibly cell phone telephone
numbers will be available for all members of
the Administrative Team.
The notification process of faculty, staff and
students will be by established procedure:

- Native American Retention/Recruitment
Coordinator
All faculty members shall maintain the current
telephone numbers of all students enrolled in
their clinical practica. Students also will be
instructed to check directly with faculty
members’ voice mail for most current
instructions relative to specific
classes/clinical practica.
Methods of Notification
Emergency Alert System:
The Dean or her/his designee initiates
notification of closure/suspended operations
through the Communications Director. The
Communications Director will notify the
media.
Hot Line:
Please call the WSU Spokane Campus 24-hour
Hotline at 509-323-2474 and
follow the instructions given for the
Riverpoint Campus.
Their message MAY or MAY NOT include specific
info for ICN but we will be open if WSU
Spokane at Riverpoint is open and we will be
closed if they are closed.
E-mail Messages:
The Dean or, if requested, the College
Financial Officer or the Communications
Director will distribute closure notification
on the local network to faculty and staff and
on the campus wide system at email address:
WSU.Announcements@listproc.wsu.edu.
News Releases:
News releases related to emergency
closure/suspended operations will be issued
under the direction of the College Dean by
Communications Director. News releases will
be sent via email to the President and the
Vice President for Business Affairs during
normal business hours, and to the Department
of Public Safety at any time.
